Dili, February 13th, 2025, President of the National Environmental Licensing Authority, Public Institute (ANLA, I.P.) Ir. Maximiano de Oliveira, S.T., M.Eng. Accompanied by the Director of the Environmental Inspection Unit (UFA), Mr. Norberto de Araรบjo, with the support of logistical managers and Cabinet team, held a meeting with the Timor-Leste Institute of Geosciences, (IGTL, I.P.), through its President Eng. Job Brites dos Santos, also accompanied by the Vice-President together with the structures, held a ceremony of formalize the acceptance of the transfer of State vehicles with the brand โToyota Hillux Revoโ to ANLA, I.P. for the vehicle to be used by ANLA, I.P. to carry out initial survey, inspection and monitoring activities in the field. This activity was carried out this afternoon, in Cidade 8, peso 2, Rua: Has-laran, Manleuana, Dili.
On this occasion, the President (IGTL, I.P.) said that โThe reason why we accepted the request from ANLA, I.P. once we consider the ANLA, I.P. as an Environmental Authority whose services are essential. they need resources and conditions to carry out their work, such as environmental impact inspections and are also responsible for regularizing and controlling environmental impact activities on the ground, which is why IGTL, I.P. in the initiative to help ANLA, I.P. carry out activities outside the city.
On the other hand, the President (ANLA, I.P) said: I personally thank and express my gratitude to the President of the Institute of Geosciences of Timor-Leste, (IGTL, I.P.) and to the entire IGTL, I.P. Structure that supports ANLA, I.P. and can help our work especially in monitoring companies or companies that submit environmental documents ANLA, I.P. and the President of ANLA, I.P. also expressed their gratitude to the General Directorate of State Asset Management, which accepted the ANLA, I.P. your request to facilitate this transfer process.
The General Directorate of State Asset Management, Mr. Edmundo da Silva, thanked the President of IGTL, I.P. for supporting ANLA, I.P. through this program and gave the opinion to remember the acceptance of vehicles that have been implemented by (IGTL, I.P). to (ANLA, I.P). because the vehicle's license plate still private, and the vehicle must be taken to the General Management of State Property Management return to State Property.
From February 17 to 21, 2025, the Coordinating Committee for Geoscience Programmes in East and Southeast Asia (CCOP), in collaboration with the Geological Survey of Japan (GSJ), organized an International Training Course in Tsukuba City, Ibaraki Prefecture, Japan. Climate Change and Landslides Training Course (IS-Geo) 10-13 December 2024, Daejeon, Republic of Korea
The International School for Geoscience Resources (IS-Geo) of the Korea Institute of Geoscience and Mineral Resources (KIGAM), in collaboration with the CCOP Technical Secretariat (CCOP-TS), successfully organized the "Climate Change and Landslides Training Course" from December 10 to 13, 2024, in Daejeon, Republic of Korea. Representing IGTL, Mr. Alino da Cruz (Geothermal Exploration Assistant) and Mr. Amandio da Silva (Hydrogeology Assistant) participated in this training program.
Nha Trang, Vietnam โ The 84th Steering Committee Meeting (SCM) of the Coordinating Committee for Geoscience Programs in East and Southeast Asia (CCOP) took place in Nha Trang, Vietnam, from 3 โ 6 March 2025. The meeting was attended by representatives, including the IGTL and ANM, and provided an opportunity to discuss various aspects of CCOPโs role in advancing geoscience both regionally and globally.
The meeting also marked the appointment of Mr. MA Yongzheng as the new Technical Director of CCOP. Mr. MA is the Deputy Director General of the Department of Science and Technology & International Cooperation at the China Geological Survey. The committee expressed its appreciation for the leadership and contributions of the former Technical Director, Dr. Young Joo Lee. Under his guidance, CCOP has made significant strides in expanding its influence and advancing geoscience efforts in the region.
As the meeting concluded, CCOP member countries reaffirmed their commitment to strengthening collaborative efforts in geoscience, both within the East and Southeast Asia regions and on a global scale.

On March 19, 2025, the Instituto de Geociรชncias de Timor-Leste (IGTL), in collaboration with Uppsala University and the University of Oslo, held a Zoom meeting with the British Broadcasting Corporation (BBC) Studios Science Unit.
The meeting was attended by IGTL President, Mr. Job Brites dos Santos, along with his team; Mr. Benjamin Kear from Uppsala University; Mr. Jรธrn Harald Hurum from the University of Oslo; and the BBC team, which included Ms. Kirsty Wilson, Mr. Sam Wigfield, and other members of the BBC Studios Science Unit.
The primary objective of the meeting was to discuss the BBCโs interest in documenting the remarkable discovery of an Ichthyosaur fossil in Timor-Leste for an international documentary, scheduled for production in May 2026. The discussion covered key aspects of the project, including the individuals and organizations involved, the process of fossil extraction, storage arrangements, and travel logistics to the excavation site.
The meeting concluded with an agreement to continue discussions to ensure thorough preparation ahead of the planned documentary production.
From May 20 to 25, 2025, the Ministry of Petroleum and Mineral Resources of Timor-Leste, along with its three key institutionsโInstituto de Geociรชncias de Timor-Leste (IGTL), Autoridade Nacional dos Minerais (ANM), and Murak Rai Timor (MRT)โparticipated in the 2025 China (Guangxi) โ ASEAN Mining Cooperation Conference & Guangxi International Mining Exhibition, held in Nanning, China.
During the event, Mr. Job Brites dos Santos, President of IGTL, delivered a well-received presentation titled โMineral Resources Potential of Timor-Leste: Recent Discoveries and Future Potentialโ at the Seminar on Geosciences Cooperation and Mining Development. This seminar was hosted by the ChinaโASEAN Geosciences Cooperation Center and the Chengdu Center of the China Geological Survey (Geosciences Innovation Center of Southwest China).
Held under the theme โStrengthening ChinaโASEAN Geosciences Cooperation and Promoting Regional Geosciences Research and Sustainable Development of the Mining Industry,โ the conference emphasized the importance of collaboration in advancing regional geological research and fostering sustainable mining development.

On July 23, ๐๐๐๐ signed a second MOU with ๐๐๐ง๐ ๐ฐ๐จ๐ง ๐๐๐ญ๐ข๐จ๐ง๐๐ฅ ๐๐ง๐ข๐ฏ๐๐ซ๐ฌ๐ข๐ญ๐ฒ (๐๐๐) in Chuncheon to promote academic exchange and collaborative research in geology. The agreement will enable joint field studies, student and faculty exchanges, and provide postgraduate study opportunities for IGTL employees. The initiative was facilitated with technical advice from the Korea International Cooperation Agency (KOICA) and KIGAM, and is expected to enhance KNUโs profile in the Asia-Pacific regionโs geological research community.
These partnerships represent a significant step in Timor-Lesteโs strategy to ensure the sustainable development of its natural resources, strengthen disaster resilience, and expand its international scientific and academic collaborations.

The system and application are currently undergoing final testing and validation and will be officially launched once this process is completed.
This collaboration strengthens IGTLโs capacity in earthquake monitoring and public information dissemination through multiple platforms, including a website, social media channels, SMS broadcasting, and the mobile application. The system is designed to function as an ๐๐๐ซ๐ฅ๐ฒ ๐ฐ๐๐ซ๐ง๐ข๐ง๐ ๐ญ๐จ๐จ๐ฅ, ensuring that timely and reliable information on earthquakes and potential tsunamis is accessible to communities across Timor-Leste.
The initiative stems from the Memorandum of Understanding (MoU) signed between IGTL and BMKG on October 16, 2024, followed by the Implementation Agreement signed on July 15, 2025. These agreements highlight the commitment of both institutions to enhancing regional resilience to natural hazards and improving public safety.
On September 17, 2025, the President of IGTL, Mr. Job Brites dos Santos, together with his technical and administrative team, received a courtesy visit from the President of the Bobonaro Municipal Authority, Mr. Paulo Moniz Maia, accompanied by his team.
The purpose of this visit was to strengthen institutional relations, gain a better understanding of IGTLโs work, and learn about the programs that IGTL has been implementing in the Municipality of Bobonaro.
On this occasion, IGTL also presented the discovery of the ๐๐๐ก๐ญ๐ก๐ฒ๐จ๐ฌ๐๐ฎ๐ซ๐ฎ๐ฌ fossil found in ๐๐๐ฌ๐ฎ๐ฅ๐ฎ๐ฅ๐ข, Administrative Post of Cailaco, Bobonaro Municipality, and discussed important issues such as:

The presentation highlighted the growth potential of Timor-Lesteโs petroleum and mineral sectors, showcasing new opportunities for exploration, investment, and sustainable development. Beyond presenting technical data, IGTL aimed to illustrate how these resources can be transformed into viable projects, strategic partnerships, and long-term economic benefits for the country.

This official visit reflects the strengthening cooperation between IGTL and BMKG in the fields of geoscience, and natural disaster mitigation.
During her stay in Timor-Leste, ๐๐ซ๐จ๐. ๐๐ฐ๐ข๐ค๐จ๐ซ๐ข๐ญ๐ will participate as the keynote speaker at the launching ceremony of the ๐๐๐๐ ๐๐๐ซ๐ญ๐ก๐ช๐ฎ๐๐ค๐ ๐๐ฅ๐๐ซ๐ญ ๐๐ฉ๐ฉ๐ฅ๐ข๐๐๐ญ๐ข๐จ๐ง, to be held on 8 October 2025, at Sala Elizabeth, City 8 Building, Rua Has-Laran, Manleuana, Dili.
The new application represents an important innovation by IGTL to enhance Timor-Lesteโs earthquake monitoring and alert system, aiming to strengthen community preparedness and response capacity in the event of seismic activity.

From October 21โ23, 2025, the Instituto de Geociรชncias de Timor-Leste (IGTL) participated in the International Mining and Resources Conference + Expo (IMARC) held at ICC Sydney, Australia.
The Institute formed part of the official Timor-Leste delegation, led by His Excellency the Minister of Petroleum and Mineral Resources, Mr. Francisco da Costa Monteiro, alongside representatives from the Autoridade Nacional dos Minerais (ANM) and Murak Rai Timor (MRT).
During the conference, the Ministry of Petroleum and Mineral Resources hosted a Country Program Session titled โSoft Announcement of the 2nd Licensing Round, Investment Opportunities, and Partnership.โ The session was attended by Her Excellency Mrs. Inรชs Maria de Almeida, Ambassador of Timor-Leste to Australia, Mr. Grant Wilson, Executive Chairman of TIVAN, Mr. Christopher Daws, Managing Director of Estrella Resources Limited, as well as other government officials and private sector representatives participating in IMARC 2025.
As an integral part of this Program, the President of IGTL delivered a presentation titled โAn Update on the Mineral Resource Potential of Timor-Leste.โ The presentation highlighted IGTLโs role and recent progress in geological mapping and mineral exploration, and the generation of new data that enhances the understanding of Timor-Lesteโs mineral potential. These efforts aim to foster investment and promote the sustainable development of the countryโs mineral resources.
Through its participation at IMARC 2025, IGTL reaffirms its commitment to strengthening research collaboration, attracting investment, and advancing the sustainable development of Timor-Lesteโs mineral resources.
The Instituto de Geociรชncias de Timor-Leste (๐๐๐๐) proudly participated in the 52nd Congress of the International Association of Hydrogeologists (๐๐๐), held from 8โ13 September 2025 in Melbourne, Australia. The congress gathered leading hydrogeologists, researchers, and institutions from around the world to share knowledge and innovations in groundwater science and sustainable water management.
In the event, ๐๐๐๐ presented two key research contributions:
